Election campaigns are allowed from this Friday (16)
The 2024 Municipal Elections are approaching and, starting this Friday (16), electoral propaganda is released.
After passing a new text, the Superior Electoral Court published a booklet with a summary of permitted and prohibited conduct during the campaign and, among the new features for this year, are the prohibition of deepfakes and the mandatory warning of the use of artificial intelligence in the content published.
For now, only advertising on the internet, on the street, in the press, in homes, vehicles and other private property is permitted, but from August 30th, broadcasting during free election time, shown on radio and television stations, will be permitted.
The handbook released by the TSE is divided into three chapters: what is allowed, what is not allowed, and the schedule of free electoral broadcasts. In the first, permissions are divided by means, starting with the internet.
In this case, candidates are allowed to promote themselves through their own blogs, pages or social networks, those of their party, coalitions or federations, as long as the addresses are informed to the Electoral Court and hosted by a provider established in Brazil.
Advertising may also be carried out via websites or instant messaging applications with material produced by candidates, but mass dissemination of content will not be permitted. In addition, candidates may also hold electoral live broadcasts.
Among the prohibitions is paid electoral propaganda that offends the honor or image of other candidates, parties, coalitions or federations.
On the streets, candidates will be able to use loudspeakers or sound amplifiers until the day before the election, from 8 am to 10 pm. In this case, the TRE prohibited the installation and use of equipment within 200 meters of hospitals, schools and government headquarters.
The circulation of sound cars and mini-trios is also permitted, but only in motorcades, walks and parades or during meetings and rallies. In addition, the distribution of graphic material, holding marches, motorcades and walks that travel through the city broadcasting jingles or messages from candidates will only be permitted until 10 pm on the eve of the election.
The placement of tables for the distribution of campaign material and the use of flags on public roads is also permitted between 6 am and 10 pm, as long as they are mobile and do not hinder the movement of people and vehicles.
Regarding the distribution of leaflets and stickers, the content must, without fail, display the CPF or CNPJ of the person who produced and contracted the material, in addition to the print run.
In the print media, the TRE allowed paid advertising until the day before the elections, that is, October 4, with a limit of up to ten advertisements per vehicle, on different dates, for each candidate.
Reproduction may be done on the internet, as long as it is on the vehicle’s own website, and the value of the advertisement must also be displayed in a visible manner.
