PL received 38 votes in favor and 29 against; benefit goes into effect for this year
PL 4059/2021 was approved on Tuesday night (10) by the Senate, which changes the limit on advertising spending in election years for federal, state and municipal government bodies. The PL received 38 votes in favor and 29 against.
From now on, the text will allow the federal government an increase of R$ 25 million in these expenses still in 2022. The document will proceed to the presidential sanction.
Senator from Tocantins, Eduardo Gomes argued that the project serves publicity and advertising professionals, generating jobs in the sector. Gomes compared the proposal to other aid measures approved by the National Congress during the Covid-19 pandemic, such as the National Support Program for Micro and Small Businesses (Pronampe).
“It is a sector of the Brazilian economy that, like so many others, at this moment needs reinforcement, job security. This report has to do with the reports that were made here for hundreds of sectors of the Brazilian economy”, said the parliamentarian to the Senate Agency.
In addition, the project also talks about contracting digital communication services. As a result, electronic auctions, which allowed companies without technical training to participate in specialized communication services, are vetoed.
“With clear rules and a contracting model based on technical evaluation, we will have more legal certainty and an opening of the market for communication agencies, which today compete with maintenance and cleaning companies that earn low-priced bills just to provide labor. -constructions.
